The instructions for incoming foreign students
1. EU STUDENTS
Health insurance:
Students from within the EU area should bring with them basic EU health insurance from their own county. For additional types of health insurance, accident insurance, etc., they may enter one of international health insurance schemes (e.g. CORIS, STA) in Slovenia. Also, they are advised to make a copy of their health insurance and leave it with their friend, mentor, etc., in case of accident.
Registration at a Public Administration Division, Department for Foreigners (The Foreigners Act, Off. Gaz. No. 50/2011 – hereinafter ZTuj-2):
without being properly registered students may reside in Slovenia in the duration of up to 3 months. Should they wish to remain there longer they must register at a Public Administration Division by submitting an application for student residence. A confirmation of student status (e.g. scholarship contract or confirmation of enrolment), a valid ID or passport, sufficient financial means for living (a written statement), and appropriate health insurance should be enclosed (ZTuj-2, Sect. XIII).
Registration of residence:
The landlord must register the temporary residence of a foreigner who has a valid residence permit for the Republic of Slovenia when such foreigner temporarily settles down at his premises, at any administrative division within the period of 3 days of his or her acceptance irrespective of the duration of settlement. The landlord must report a foreigner who settles down at his premises but does not possess a permit for residing in the Republic of Slovenia to the police station in the area of the foreigner’s settlement, in 3 days after the crossing of the state border or after the change of his or her settlement.
Taxes, income tax:
i. Work through the student’s service office: the income received by a foreign student is subject to the same tax rate as that obtained by Slovene students.
ii. A scholarship received by a foreign student in Slovenia is exempted from taxation (Income Tax Act (ZDoh-2), Arts. 25 and 106).
2. NON-EU STUDENTS
Health insurance:
Students should be properly insured already at the time of obtaining a residence permit (while still at home). They must get health insurance that covers the EU area or only Slovenia. Students from countries which have signed a special social and health insurance agreement with Slovenia may take the opportunity of that. Also, they are advised to make a copy of their health insurance and leave it with their friend, mentor, etc., in case of accident.
Residence permit:
Students from non-European countries in order to study in Slovenia should obtain a student residence permit prior to their entry into Slovenia. For that purpose they should submit an application for the permit at the Slovenian embassy or the embassy that is authorized for accepting applications for residence permits in Slovenia. Students may request the extension of a residence permit at an administrative division in Slovenia. In order to obtain the residence permit they must submit a proof of student status, a proof of having sufficient financial resources for living, a valid passport, appropriate health insurance, and also indicate a place of temporary residence in Slovenia. The process of obtaining the permit usually takes at least 6 weeks.
Long-term residence visa:
Students may enter Slovenia also on the basis of a long-term residence visa. The so-called D Visa may be issued for taking part at a course or another similar kind of education or specialization due to which a foreigner does need a student residence permit.
Registration of residence:

3. PROFESSORS
Incoming professors:
Professors who come on a short visit here and are EU citizens do not need any residence permit. Professors who come on a short visit here and originate from countries whose citizens may enter and reside in the country without a visa also do not need to obtain special entry documents. If professors come from a country whose citizens need a visa for entering and residing here, the professors must obtain a visa for short-term residence (C Visa) for which the hosting institution must write a letter of invitation or a letter of guarantee.
Taxes, income tax:
i. Professors are liable to income tax.
ii. If there exists a double tax avoidance agreement between Slovenia and the professor’s country (KIDO 7), the professor should fulfil a KIDO 7 form so that the tax is not assessed in Slovenia but in his or her own country.
4. RESEARCHERS
From the EU
Entry and residence:
Researches who come to Slovenia to make research and who are at the same time paid for their work here must register at an administrative division due to work or employment. For the registration they need a valid ID, a proof of research work or a contract of employment and appropriate health insurance (European card of health insurance).
Not from the EU
Entry and residence:
Researchers who are not paid for their work in Slovenia must prior to their entry into Slovenia obtain a temporary residence permit for work in the area of research and higher education (ZTuj-2, Art. 38). The application may be filed by the researcher alone or by the research institution at the Slovene embassy in his or her own country. In the case of employment the researcher is issued a temporary residence permit for high qualified employment – EU Blue Card (ZTuj-2, Arts. 39-43). The researcher must have a valid passport, appropriate health insurance, a contract of employment or a confirmation of that he or she will get employment and a proof of appropriate education or comparable work experiences.
Taxes, income tax:
Researchers who are employed in Slovenia are liable to taxes. If there exists a double tax avoidance agreement between Slovenia and the professor’s country (KIDO 7), the professor should fulfil a KIDO 7 form so that the tax is not assessed in Slovenia but in his or her own country.
Researcher’s family members:
The family members of a researcher who has a Blue Card may on the basis of such request a temporary residence permit to unit their family (ZTuj-2, Arts. 42 and 47).

Enrollment in to the next year of study
Enrollment in to the academic year 2025/2026 will start in July 2025 and last no later than 30th September 2025!
In accordance with the RULES FOR STUDYING AT THE FACULTY OF GOVERNMENT AND EUROPEAN STUDIES students must send request for repeating the year, additional and exceptional enrolment no later than 20th September of the current year.
Instructions for enrollment in to the academic year 2025/2026.
Before you begin to fill out the enrollment list you need to complete a survey. You have to answer to all questions otherwise the system will not give you the possibility of the fulfillment of matriculation form. It may happen that the survey demands from you to evaluate the lectures which you have not listened to yet. In this case you just have to choose the correct answer. The enrollment procedure goes as following:
- You can enter The Higher Education Information System (VIS) on the website of the Faculty (VIS) by using your user name (registration number) and password and confirming the entry.
- After entering your personal page you first need to complete survey questions.
- In the VIS system from the menu on the left hand side you select Application form/enrollment.
- Fill in all the fields on the enrollment sheet.
- After entering all the required information on the enrollment sheet you just confirm it by clicking OK.
- The data you entered will appear on the screen for review. If the entered data is correct once again select the OK button.

Due to the amount of data that are available to fill out the matriculation application it may take longer to download pages.
Data Entry
A student who is enrolling for the first time needs to complete all the information required by the information system. Already enrolled students only review and supplement data if necessary, i.e. if the data changed since the last entry. The data can be changed only where the information system enables it.
Entry Errors
Proposal of the matriculation sheet on the internet can be filled out only once so before the final confirmation should carefully check whether you have entered the correct information. If you notice that the matriculation sheet contains an error (either because of your entry or an error in the matriculation sheet) correct the error on the printed sheet and sign next to the correction. Corrections will be entered by the Faculty upon receipt of your matriculation application.
Conclusion of Data Entry
When you have entered all the required information in the matriculation sheet please confirm the selection by pressing OK. The data you entered will appear on the screen for review. If the entered data is correct once again select the OK button otherwise return to the previous page and correct the errors. After successfully entering your data the information system will inform you with the message.
Print
1. In the menu select Application sheet/Print.
2. The display shows your last enrollment sheet. Prepare the printer and select the print button.
3. Check and sign the printed sheet and send it to the Faculty.
Student Information Update
Students are required if there is a change of any data (personal data, home address, information about employment) during the academic year to write the student office at the Faculty and let them know. For any changes (other than changes to phone and e-mail) a written notice is required.
Password Blockade
Three times after consecutively entering a wrong password entrance into the VIS system due to data security is disabled. To renew a password please contact the student office at the Faculty. Your information is only accessible through your user name and password and should therefore be carefully guarded. In the event of their loss report it immediately to the Faculty which will assign you a new password.
Certificate of Enrollment
After the completion of enrollment we will by e-mail send you six free certificates of enrollment for the academic year 2021/22. Students of the out Faculty are encouraged to have access to the Internet since most operations (administrative procedures) with the Faculty take place via the Internet. This route is the simplest for students as well as faculty and it allows fast and high quality business to mutual satisfaction.
VIS system due to data security is disabled. To renew a password please contact the student office at the Faculty. Your information is only accessible through your user name and password and should therefore be carefully guarded. In the event of their loss report it immediately to the Faculty which will assign you a new password.

Interview – Candidates from Countries with Higher Migration Risk
Pursuant to Article 13 of the Higher Education Act (Official Gazette of the Republic of Slovenia, No. 56/25), higher education institutions must conduct a direct interview regarding the candidate’s suitability in relation to the admission requirements of the study programme with any foreign national who submits an application for enrolment in higher education studies in the Republic of Slovenia and comes from a country with higher migration risk.
Countries with higher migration risk are considered to be those whose citizens are required to hold a visa when crossing the external borders of the European Union, in accordance with the legislation of the Republic of Slovenia and the European Union.
The interview shall be conducted prior to any further professional and administrative assessment of the candidate’s application for enrolment. If the higher education institution reasonably suspects that the candidate does not possess the knowledge demonstrated by the documents submitted with the application, the candidate’s application shall be rejected. No appeal shall be permitted against such decision.
The purpose of the interview is to determine whether the candidate demonstrates a genuine interest in studying in the selected study programme and whether the candidate understands the content and requirements of the programme to which they are applying. The interview also assesses the candidate’s language proficiency for successful participation in the study programme, the suitability of the candidate’s previous education in relation to the selected study programme, and the connection between the candidate’s study plans and their future academic and career goals.
Invitation to the Interview
The candidate shall receive an invitation to the interview at the email address provided in the enrolment application submitted through the eVŠ information system.
The invitation shall include:
- the date and time of the interview,
- instructions for the interview procedure,
- a link to the online platform for conducting the interview,
- technical requirements for participation,
- information regarding payment of the interview fee.
The interview shall be conducted remotely via the Zoom online platform and in the English language.
Payment of Interview Costs
For the conduct of the interview, the candidate shall be charged an interview fee in the amount of EUR 50,00 which the candidate must pay within the deadline and in the manner specified in the interview invitation.
Proof of payment must be submitted by the candidate no later than 24 hours before the interview to the email address specified in the invitation. If the candidate fails to pay the interview fee within the prescribed deadline, the application for enrolment shall be rejected.
The interview fee shall not be refunded:
- regardless of the interview result,
- if the candidate does not attend the interview,
- if the interview cannot be successfully conducted due to technical issues on the candidate’s side,
- if the candidate fails to ensure appropriate conditions for conducting the interview,
- or if the candidate fails to submit proof of payment within the required deadline.
Conduct of the Interview
For the purpose of the interview, the candidate must ensure:
- a stable internet connection,
- a computer or other suitable device,
- a functioning camera and microphone,
- a quiet environment for conducting the interview.
Before the interview begins, the admissions office shall verify the candidate’s identity. The candidate shall identify themselves using a valid passport, which must be shown to the camera. If the candidate’s identity cannot be verified, or if the passport data do not match the information provided in the enrolment application, the interview shall be terminated and the candidate’s application rejected.
If the candidate:
- fails to complete the interview,
- does not attend the interview,
- fails to ensure appropriate technical conditions,
- causes repeated interruptions of the interview due to technical issues on their side,
- or fails to pay the interview fee in due time,
the competent authority of the faculty member institution shall issue a decision rejecting the enrolment application. No appeal shall be permitted against such decision.
Interview Result
The candidate shall be informed of the interview result by email.
A candidate who successfully completes the interview shall continue with the enrolment application assessment procedure. This does not constitute automatic admission to the study programme, as the candidate must also fulfil all other admission requirements specified in the call for enrolment.
If the candidate does not successfully complete the interview, or if the higher education institution reasonably determines that the candidate does not demonstrate appropriate knowledge in relation to the submitted supporting documents, the candidate’s application shall be rejected. No appeal shall be permitted against such decision.
The interview result shall be valid only for the individual academic year and for all applications submitted by the candidate within the same call for enrolment.
