izr. prof. dr. Katja Triller Vrtovec Visokošolski učitelj
Katja Triller Vrtovec je leta 2002 zaključila študij prava na Pravni fakulteti Univerze v Ljubljani, leta 2004 pa opravila pravniški državni izpit. V obdobju 2004–2010 je bila zaposlena kot višja pravosodna svetovalka na Vrhovnem sodišču Republike Slovenije, med letoma 2010 in 2017 pa kot svetovalka na Ustavnem sodišču Republike Slovenije. Od leta 2017 do 2020 je delovala kot sekretarka v Zakonodajno-pravni službi Državnega zbora Republike Slovenije. Leta 2020 je bila imenovana za vršilko dolžnosti direktorice Službe Vlade Republike Slovenije za zakonodajo, v letih 2020–2022 pa je opravljala funkcijo državne sekretarke v Kabinetu predsednika Vlade Republike Slovenije.
Leta 2003 je zaključila magistrski študij (LL. M.) na Univerzi v Houstonu (ZDA). Leta 2008 je na Pravni fakulteti Univerze v Ljubljani obranila doktorsko disertacijo z naslovom Etični vidiki patentiranja zarodnih matičnih celic. Raziskovalno delo je opravljala na Max Planck Institutu za intelektualno lastnino in konkurenčno pravo v Münchnu (Nemčija) ter na Univerzi Stanford v Palo Altu (ZDA). Leta 2024 je bila izvoljena v naziv izredne profesorice za področje Javna uprava in upravno pravo na Evropski pravni fakulteti Nove univerze. Od 1. 1. 2026 opravlja funkcijo prorektorice Nove univerze.

Katja Triller Vrtovec has completed her law studies at the Faculty of Law of the University of Ljubljana in 2002 and has passed the state bar exam in 2004. From 2004 to 2010 she has been employed as a Senior Judicial Advisor at the Supreme Court, and from 2010 to 2017 as an Advisor to the Constitutional Court. From 2017 to 2020, she has been working as a secretary in the Legislative and Legal Services of the National Assembly. In 2020, she has been appointed as an Acting Director of the Government Legislative Service, and from 2020 to 2022 she has served as a State Secretary in the Cabinet of the Prime Minister of the Republic of Slovenia.
In 2003, she has completed her master’s degree (LL. M.) at the University of Houston (USA). In 2008, she has defended her doctoral dissertation at the Faculty of Law, University of Ljubljana, entitled Ethical Aspects of Patenting Embryonic Stem Cells. She has done scientific research at the Max Planck Institute for Intellectual Property and Competition Law in Munich (Germany) and at Stanford University in Palo Alto (USA). In 2024 she has been elected Associate Professor in the field of Public Administration and Administrative Law at the European University Faculty of Law, New University. As of 1 January 2026, she serves as Vice-Rector of New University.
