Content:
The purpose of this course is to acquaint students with the normative and institutional framework of public-private partnership as a new institute of Slovenian law. In this context, the definition of public-private partnership and the type of public services from the point of view of EU law is addressed. This is followed by a discussion on the forms of public-private partnerships, contractual partnerships (PPP concession and public procurement partnership) and equity partnerships (formed by the establishment or conversion of legal entities). The third set focuses on the procedure for formation of public-private partnership.
Objectives and competencies:
The purpose of this course is to acquaint students with the normative and institutional framework of public-private partnership as a new institute of Slovenian law.
Intended learning outcomes:
Knowledge and comprehension of the concept of public-private partnership.
Teaching methods
Lectures are held in an active dialogue with students, employing the Socratic method and methods. A minor part of the lectures can be conducted according to the classical method.
Assessment:
Written exam or a seminar paper presented publicly by the student
