Objectives and competencies:
The purpose of this course is to comprehensively present the basic contents in the field of human resources processes in the public sector. Students acquire knowledge about the human factor in the administrative organisation and get acquainted with the importance of its involvement in the planning and implementation of business decisions. Students get acquainted with the basic characteristics of the global human resources function and human resource management and learn about the importance of strategic management of an administrative organization in terms of human resources. By comparing domestic and foreign practice, students learn about modern trends in the development of human resources management in administrative organizations in the EU and the OECD.

Knowledge and comprehension of:
Basic theoretical background and concept definitions, human resources strategies, human performance, analysis and design of work, attracting and selecting candidates, education, training and career development of civil servants, social welfare and health care.
Teaching methods
Lectures are held in active dialogue with students, employing the Socratic method. A minor part of the lectures can be conducted according to the classical method.
